I gave full length toefl test and I got score in this way....

1 Partially Correct
0 Not Answered
my question is, if I did 22 question correct and 1 partially corect and then why my score is 19? It must be 21, please explain.
TOEFL Scoring System
There are two types of scores in TOEFL scoring system. 1. Raw score - it is the score you get based on exact number of correct responses. As you rightly mentioned 22 correct + 1 partially correct. Your raw score would be even more than 22 because some questions weight more than 1 points. Anyway, that is an algorithm included within the system that calculates the raw score. 2. It is the converted score - the actual score you receive at the end of the test. As you may have already noticed the number of questions in only one reading passage is 38, meaning higher than the total score you may receive for the TOEFL reading which is 30. So, that means that if any correct question is marked with 1 point to say the total number of points exceeds the maximum score. Therefore, the raw score is converted to an actual score which you get at the end. Again, the conversion is done with algorithm included within the system. So, the score of 19 is your actual score which is converted based on pre-defined algorithm.
